Fixed in 3b15137. The failure was caused by eslint-plugin-github@6.0.0 only supporting eslint@"^8 || ^9" — bumping to eslint v10 breaks peer dependency resolution. Reverted eslint back to ^9.39.1 in package.json and updated package-lock.json (resolves to 9.39.4).

There is a path forward. eslint-plugin-github@6.0.0 is functionally compatible with ESLint v10 (it uses flat config which this repo already uses), but its peerDependencies declaration in package.json hasn't been updated to include v10 yet — that's purely what was causing npm ci to fail.

Fixed in be0a950 by adding .npmrc with legacy-peer-deps=true, which tells npm to skip the strict peer dependency version check. eslint is restored to ^10.0.2 (installs 10.1.0), and both npm ci and npm test pass cleanly.
